About the Department

The 900+ positions of the Facilities Division service the students and staff of the University’s teaching, research/administrative space and 2, 240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost-effective services to the University, ensure completed projects and maintenance that conform to codes and regulations while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University.

Essential Job Duties

The primary function of this position is to serve as the Utility locator for NC State’s main campuses in Raleigh. The position will complete locate requests within the timeframe as required by the general statute to prevent damage to underground utilities and ensure worker safety by accurately marking utilities before any excavation on campus. The position will also assist University staff in the maintenance of “As-Built” drawings and GIS systems to keep accurate documentation of all utility infrastructure and systems. The position will also assist the Utilities department with minor utility system repair project management and assist with performing long-range planning of system upgrades and replacements.

Key responsibilities and duties include, but are not limited to:
  • Performs utility locating service using electromagnetic frequency detection equipment before any construction activity and designate utilities using American Public Works Association (APWA) standard paint colors
  • Responsible for locating all university-owned utilities including electric, telecom, water, thermal, sewer, storm, and gas and manage NC OneCall Web Ticket Management System
  • Manages repair projects related to utility systems by determining scope of work, developing cost estimates, and manages work by both in-house staff and contractors
  • Leads preventive maintenance program for assigned areas to include maintaining equipment inventory and utilization of Computerized Maintenance Management System and maintains detailed records or activities and performs analysis of findings
  • Creates work orders/planned repairs for corrective action and participates in design reviews to ensure University standards are met

Minimum Experience/Education

Associate’s Degree in the assigned discipline; or an equivalent combination of training and experience.

Some positions may require certification. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Proficiency in the use of electromagnetic frequency detection systems. 
  • Proficiency in observational skills and deductive reasoning to identify, locate, and mark all utilities within the requested job site. 
  • Knowledge of GIS/CAD mapping applications. Some experience with survey equipment as required to complete tasks.
  • Must be able to clearly express and present, both orally and in written form, moderately complex information pertaining to the discovery of utility information through document searches and/or field investigations.
  • Ability to read and interpret construction plans and specifications.

Preferred Qualifications

  • Experience performing utility locates with electromagnetic frequency detection equipment
  • Certification as a Subsurface Utility Engineering Technician
  • Experience with computer and web-based applications such as email, AutoCAD by Autodesk, Microsoft Office software products and with various GIS applications.

  • Valid NC driver’s license required within 60 days of hire, must be maintained.
